What Maryland’s New Math Standards Mean for Students and Families

Maryland math is changing—but not abandoning understanding
Maryland elementary and middle school students are beginning the year with revised math standards. According to reporting from The Baltimore Banner, the changes are intended to simplify lessons, reduce the number of concepts taught at each grade level, and give students more time to practice.
For families who have found modern math homework confusing, that may sound encouraging. The goal is not to return to a system where students simply memorize procedures. Students will still be expected to explain how they solve problems and understand why a strategy works. The difference is that teachers may have a clearer, more focused path for building those skills.
High school students will not see changes to their math standards this year.
Why the state is making changes
Maryland’s math performance has declined in recent years. The Banner reports that only about one-quarter of Maryland eighth graders were proficient on the 2024 National Assessment of Educational Progress. Last spring, 27% of students at all grade levels passed the state’s math assessment, although the state test is considered especially difficult.
The article describes several concerns educators have identified with how earlier standards were put into practice. Some concepts may have been taught once without enough reinforcement in later grades. Students who were already behind often did not have a clear way to catch up.
The revised standards are meant to address some of those issues while keeping expectations high. A student may encounter important ideas more deliberately across multiple years instead of being expected to master them during a single unit.
Fluency and understanding will work together
One change families may notice is a stronger focus on math facts, or what educators call fluency and automaticity. Students may spend more time developing reliable recall of addition, subtraction, multiplication, and division facts.
That does not mean memorization replaces reasoning. The reporting emphasizes that teachers will continue helping students understand strategies, read problems carefully, and choose efficient ways to solve them. Knowing basic facts more automatically can reduce the mental load of a problem, leaving more attention available for reasoning and problem-solving.
For example, a student who is not using most of their attention to calculate a basic multiplication fact may have more capacity to understand what a word problem is asking. Fluency is a support for higher-level thinking, not a substitute for it.
What families can expect
Local school systems are adapting lessons, textbooks, and teacher training. Baltimore City has created grade-level guides for parents, and the state has offered guidance with activities families can use to reinforce classroom learning. The state also held summer meetings attended by about 1,000 families.
Parents should not assume that a different-looking assignment means their child is learning less. A shorter set of problems may reflect a greater emphasis on discussing strategies, practicing a specific skill, or revisiting a concept from an earlier grade.
The most useful questions to ask are practical: What skill is my child working on? Which strategy are they learning? Can they explain their thinking? If a student is struggling, families can also ask whether the difficulty is with the math concept, reading the problem, remembering facts, or organizing the steps.
A promising goal that will require consistency
Clearer standards can help, but implementation will matter. Teachers need aligned materials, time to collaborate, and support for students who have gaps in foundational skills. Maryland is providing math coaches in 14 schools across four districts this year, with hopes of expanding that support.
For students, the best outcome would be a math experience that is both rigorous and manageable: fewer disconnected topics, more opportunities to practice, and continued attention to explaining ideas. For families and tutors, the key is to reinforce the strategy being taught at school while helping students build confidence through steady, targeted practice.
