What New York’s Test Scores Can—and Cannot—Tell Us About Math

New York reported that 57% of students in grades three through eight were proficient in math on the 2026 state tests. That is higher than the statewide results reported for the previous two years: 52% in 2023–24 and 55% in 2024–25.

At first glance, this suggests steady improvement. The math results have risen during the three-year period in which New York has used its Next Generation Mathematics Learning Standards. That gives educators and families at least one consistent window for examining performance.

But the larger question is more difficult: How does today’s performance compare with student performance ten years ago?

The Post-Journal points out that New York has repeatedly changed its testing and assessment guidelines. Those changes make it difficult to compare results from one year to the next—and especially from one decade to the next.

Testing changes can include adjustments to the exams themselves, the standards students are expected to meet, the way tests are administered, or the score required for proficiency. When those pieces change, a higher proficiency rate does not necessarily mean that students have gained more knowledge or skills. It may partly reflect a different measurement system.

That concern was present in 2016, when statewide proficiency rates were reported at 38.1% in math and 37.9% in English language arts. At the time, the state advised against comparing those results with earlier years. Ten years later, the same basic problem remains: there is no clean, uninterrupted line showing whether student achievement has improved, declined, or moved unevenly over the full period.

What the three-year math trend does show

The most useful comparison available in the article is the three-year period under the current standards. Math proficiency increased from 52% to 55% and then to 57%.

That pattern is worth noticing, but it should not be treated as a complete explanation of student learning. For families, the practical lesson is to view the statewide figure as one piece of information—not as a final judgment about a child, teacher, school, or district. A student can be below the proficiency benchmark while still making meaningful progress. Another student can meet the benchmark but need support with foundational skills that are important for future mathematics courses.

Why consistent measurement matters

Reliable trend data helps schools decide where to invest time and support. If scores rise because students are learning more, that is important evidence that instruction and intervention are working. If scores rise because the test or proficiency standard changed, the meaning is different.

Teachers and tutors need information that separates those possibilities as clearly as possible. Families also deserve reports they can understand without needing to reconstruct years of changes to tests, standards, and scoring rules.

The Post-Journal argues that the state’s shifting approach prevents the public from drawing firm conclusions about student performance. That is the publication’s opinion, but the underlying concern is practical: public data is most useful when the measurement remains stable enough to support fair comparisons.

A better way to read the results

The 2026 math results are more encouraging than the 2016 results reported in the article, and the three-year trend is positive. Still, the available evidence does not establish how much progress New York students have made across the entire decade.

For now, families and educators should ask three questions when reviewing test scores:

  1. What standards and test version produced the result?
  2. Can the score be fairly compared with earlier years?
  3. What does the result reveal about specific skills, not just overall proficiency?

Those questions lead to a more careful and useful conversation. Test scores can help identify broad patterns and areas for support, but they work best when paired with classroom work, teacher feedback, diagnostic assessments, and a student’s progress over time.

New York’s math results may reflect genuine improvement. The current data gives reason for cautious encouragement, while the history of changing assessments explains why stronger conclusions require more consistent reporting.
